CEGRIM
The mission of the Centre d’expertise en gestion des risques d’incidents maritimes (CEGRIM – Centre of Expertise in Marine Incident Risk Management) is to play a consulting role in the risk management of marine incidents in Québec by developing best practices in collaboration with partners. Under the governance of the Ministère de la Sécurité publique, CEGRIM aims to provide Québec with a knowledge hub regarding the management of the risks of spills of hazardous materials in the St. Lawrence. The Centre is an interdepartmental team that specializes in marine incident prevention, preparedness, response and recovery. It acts as a subject matter consultant to the Gouvernement du Québec and municipal authorities. It aims to reduce the vulnerability of coastal communities in marine safety by applying best practices based on research and knowledge of river and marine ecosystems, in collaboration with the relevant stakeholders in Québec.
Glencore
Glencore is one of the world’s largest global diversified natural resource companies. It is a major producer and marketer of more than 90 commodities that are transformed into products used in everyday life, such as mobile phones, bicycles, cutlery, plastics and electricity, to customers in industries ranging from automotive to food processing and power. Glencore’s Canadian operations employ more than 7,500 people, including contractors, in seven provinces and one territory.
Glencore at the port of Québec
Through its Port facilities, Glencore receives, store and ship materials. At the Port of Québec, its facilities are divided into two sections, one for nickel concentrate from Raglan Mine and one for nickel matte from Sudbury: Nickel concentrate is created during primary processing. Glencore ships nickel concentrate from the Raglan Mine via the Port of Deception Bay to the Port of Québec, where it is loaded onto railcars for shipment to the smelter in Sudbury. About eight trips are made each year, carrying a total of about 200,000 tonnes. Nickel matte is produced in the smelting of ore concentrates, which lowers the iron content and removes impurities. The nickel matte is shipped by from the Sudbury smelter to the Port of Québec by rail and loaded onto ships bound for Norway. The Sudbury smelter and a Norwegian refinery have had a connection since the 1920s, and Glencore has been shipping nickel matte there since 1960. About 22 ships each year travel from the Port of Québec to Glencore’s facility in Norway, carrying a total of 140,000 tonnes.
